Details:

These grant funds are necessary to assist Butte County businesses with costs associated with the impacts of business closures, the costs associated with adherence to local requirements for safe business operations, and the financial impacts due to loss of revenue as a result of COVID-19.

Funding Information

Butte County will provide grants of up to $10,000 to for-profit businesses with twenty (20) or fewer full-time equivalent (FTE) employees.

Eligible Uses

The grant program will pay directly, or reimburse businesses and debtors, for unpaid liabilities and obligations that are a barrier to reopening and/or staying open, and that was incurred after March 3, 2021.  Grant funds may be used to cover business operational expenses that put the business at risk of closure or layoffs.  Examples include:

  • Commercial rent/lease
  • Commercial utilities
  • Increased supply costs
  • Back employee wages
  • Fixed costs related to the creation of new jobs and retention of existing jobs

Eligibility Criteria

  • Applicants shall be Butte County residents operating for-profit businesses physically located and operating within Butte County with a demonstrated economic need as a direct result of COVID-19.
  • Grants will be limited to one grant per business entity.
  • Businesses must have 20 full-time equivalent employees (FTE) or less.  Self-employed business owners are eligible (30+ hours per week equals 1.0 FTE; a part-time employee working 29 hours or less per week equals 0.5 FTE).
  • Businesses located within the city limits of Chico must have 100 full-time equivalent employees (FTE) or less.  Self-employed business owners are eligible (30+ hours per week equals 1.0 FTE; a part-time employee working 29 hours or less per week equals 0.5 FTE).
  • To be eligible for grant funding, debt obligations cannot be incurred prior to March 3, 2021. The business applicant will need to provide a statement(s) or billing(s) showing amounts due for which this grant could directly pay (i.e., name and contact information for the landlord, etc.).
  • A business applicant must have no outstanding local, state, or federal tax liens or judgments.  If this is applicable, businesses must upload documentation of their current payment plan.
  • Applicants must have no bankruptcies within the last three years; bankruptcies must have a discharge date dating back at least (3) years at the time of grant application. Verified through the credit check. No minimum credit score is required.
  • It must be demonstrated and certified that the applicant has been in business since March 1, 2020.
  • For communities that require a business license (Chico, Gridley, Biggs, Oroville, and Paradise), applicants must show evidence of a current license.
  • Applicants must attest to:
    • Their business adheres to all local, Federal, and State guidance related to COVID-19.
    • Not using these grant funds for the same purpose as other federal, state, or local funding received, such as the Payment Protection Program (PPP), Economic Injury Disaster Loan (EIDL) program, or other state and local grants, as this would constitute a duplication of benefits under federal guidelines.
    • Grant funds are being utilized for expenditures directly related to the impacts of COVID-19.
