The RGF is a program started in Atlanta as a part of the CARES Act in 2020 and is relaunching in 2022 as a part of the American Rescue Plan Act. The RGF provides reimbursable grants to approved businesses across the City to reimburse the costs of business interruptions as a result of required closures or local closures, social distancing or decreased customer demand due to the COVID-19 pandemic, as well as costs associated with reopening post-COVID.

Eligibility Criteria
- A for-profit business is eligible for a Resurgence Grant Fund grant if it meets all of the following criteria at the time of application:
- Holds a 2022 City of Atlanta business license (as required for those businesses by State, Federal, or Local law);
- Had fewer than 250 employees as of December 31, 2021;
- Can attest (via an affidavit) to having a financial hardship such as declines in revenues or impacts of periods of business closure as a result of the COVID-19 pandemic; and
- Can attest that expenses being submitted for reimbursement under the RGF program have not already been covered by any other Federal or relief funds.
- A non-profit organization is eligible for a Resurgence Grant Fund grant if it meets all of the following criteria at the time of application:
- Holds a 2022 City of Atlanta business license; or
- Can provide a 2022 City of Atlanta Letter of Good Standing;
- Had fewer than 250 employees as of December 31, 2021;
- Can provide a copy of their IRS Determination Letter;
- Can attest (via an affidavit) to having a financial hardship such as declines in revenues or impacts of periods of business closure as a result of the COVID-19 pandemic; and
- Can attest that expenses being submitted for reimbursement under the RGF program have not already been covered by any other Federal or relief funds.
