Details:

The funds are used for grants for public services programs that benefit low and moderate income people in the City of Hickory in support of its housing and community development goals.

Priority

  • Priority will be given to programs or projects which will have the greatest impact on low and moderate income citizens of Hickory and which provide direct services and resources to the targeted populations(s).
  • Applicants are encouraged to be creative in developing projects that address real community needs. They are also encouraged to develop partnerships with other agencies and organizations if at all possible.
  • Public service funding will not exceed 15% of Community Development Block Grant Annual Grant as required by HUD. Generally, grants will be between $5,000 to $15,000.
  • The proposal should state how the City of Hickory’s Consolidated Plan Strategies will be addressed.

Goals

  • Preserve the City’s Housing Stock
    • Provide support for the rehabilitation and reconstruction of existing housing units.
  • Public Infrastructure and Facility Improvements
    • Provide support for necessary improvements to public infrastructure in low to moderate income neighborhoods and also provide support for necessary improvements to parks and neighborhood facilities in low to moderate income neighborhoods.
  • Support Homeownership
    • Increase homeownership by providing assistance to housing counseling agencies.
  • Provide Services to Persons Living with HIV and AIDS
    • Provide funding to ensure persons living with HIV and AIDS are able to access case management services and  housing services.
  • Homelessness Services and Prevention
    • Provide services to support the homelessness as well as services aimed at preventing households from becoming homeless.
  • Youth Services
    • Provide support for at risk youth to increase their chances of succeeding in academics and employment.
  • Increase Entrepreneurship Opportunities
    • Provide support to small businesses and microenterprises to increase economic opportunities for low and moderate income individuals.
  • Increase Fair Housing Outreach and Awareness
    • Provide support to increase awareness of fair housing rights in the community and affirmatively further fair housing.
  • Demolish Dilapidated Structures
    • Provide funding to demolish dilapidated structures to reduceblight

Funding Information

The City anticipates funding up to $40,000 in its 2023-2024 Annual Action Plan for Community Development activities. Successful applicants would expect to receive grants between $5,000 and $15,000.

Eligibility Criteria

  • Applicants may include neighborhood-based non-profit entities, 501(c)(3) organizations and other tax-exempt organizations. The applicant must provide sufficient information on the purpose and activities of the organization and the proposed project or program.
  • Programs requesting grant funding must serve low and moderate income citizens of the City of Hickory. All projects must meet a National Objective of the Community Development Block Grant Program. All Activities proposed must be eligible activities under the CDBG program guidelines.
  • Funds may be used for contracts for services and/or specified honoria provided the proposed recipient is providing direct services to the target population.
  • The Community Development Block Grant program will not consider applications for programs or projects for political purposes or which promote a particular religious point of view. Funds from the grant program are provided by the U.S. Department of Housing and Urban Development.
  • Applicants must have been in operation at a permanent location within the City of Hickory for at least one year to be considered for CDBG Grant Funds.
