Details:
Consolidated Nuclear Security, LLC (CNS), the contractor at Y-12 National Security Complex in Oak Ridge, TN, and the Pantex Plant in Amarillo, TX, established funds at East Tennessee Foundation and Amarillo Area Foundation as part of their commitment to the host communities of Amarillo and Oak Ridge, as well as their local counties and regions.
With the leadership of an employee-based CNS Y-12 Investment Advisory Committee, CNS employees have the opportunity to recommend grant support where the need is the greatest and the resources are best allocated. Since 2015, this fund has awarded 180 grants benefiting 120 nonprofits in their 20-county service area in East Tennessee.
Areas of Focus
By establishing the CNS Y-12 Community Investment Fund at ETF, CNS has created opportunities for its employees to award grants benefiting nonprofit organizations in their 20-county service area in East Tennessee, which includes but is not limited to the City of Oak Ridge, and Anderson and Roane counties. The 20 counties served are Anderson, Blount, Campbell, Claiborne, Cocke, Cumberland, Grainger, Hamblen, Jefferson, Knox, Loudon, McMinn, Meigs, Monroe, Morgan, Rhea, Roane, Scott, Sevier, and Union.
Applicants must address one or more of the following funding priorities for the 2023 grant cycle:
- Support Services for Adolescents, Young Adults, People with Disabilities, and Military Veterans
- Grant proposals should specify how programs support and mitigate the negative effects of domestic abuse, substance use disorder, mental illness, food insecurity, and housing instability for the populations above.
- Outdoor Recreation and Environmental Conservation
- Grant proposals should aim to preserve, enhance, and encourage the community to take advantage of East Tennessee’s natural beauty. Proposals that incorporate outdoor play, gardening, education, and accessibility will be considered for funding within this focus area.
- Elder Care
- Grant proposals should demonstrate how programs provide direct assistance to seniors in the community. For this focus area, preference will be given to programs that support low-cost, timely medication and transportation services, and to those that support in-home services, activity programs and senior centers, and hospice or palliative care.
Funding Information
Grants will be awarded in September 2023 for one-year terms and will range from $2,000 – $10,000.
Eligibility Criteria
Eligible Organizations must have and be able to provide documentation to verify the following:
- Confirmation that the organization is a 501(c)(3) public charity, unit of government, or public educational institution

- New or emerging groups that do not have nonprofit status may apply if they have an established nonprofit organization as a fiscal sponsor
- Employee Identification Number (EIN)
- Legal name of organization, address, and contact information (phone, email address, fax)
- Primary contact person and title
- Most recent financial statements and/or most recent audit and/or IRS Form 990
- Current year organization operating budget
- List of current board of directors or equivalent governing body
- List of staff administering the project
- Confirmation that the organization operates and is organized so as to not discriminate on the basis of race, color, national origin, religion, gender, familial status, sexual orientation, age, disability, covered veteran status, or other characteristics as identified in the Foundation’s Diversity and Non-Discrimination Statement.
Please note the following exceptions to the general eligibility requirements:
- Because CNS Y-12 Community Investment Fund is a donor advised fund, applicant organizations are not required to provide their most recent financial statements and/or audit and/or IRS Form 990; current year operating budget; or list of current board of directors.
The following types of requests will not be funded
- Grants to individuals

- They are restricted by law and therefore unable to provide grants directly to individuals.
- Projects that have explicit religious content, express a particular religious view, or advance a religious purpose
- Debt retirement or budget deficits
- Endowment funds or general fundraising campaigns
- Capital improvements
