Community and Social Services Non-Profit Grant Program (Idaho)

The City of Moscow (City) recognizes that non-profits have been especially impacted in negative ways by the COVID-19 pandemic. Through the American Rescue Plan Act (ARPA) funding, the City has developed a Community and Social Services Non-Profit Recovery Grant Program (Program), pursuant to Resolution 2021-30, to provide funding for organizations that have designed or developed new or expanded service programs in response to the COVID-19 pandemic.

Details: 

Grant funding is available to qualifying non-profit organizations for the development and delivery of new or expanded service programs designed in response to the COVID-19 pandemic. Such programs will be consistent with the non-profit’s mission and include evidence-based intervention measures that have been demonstrated to be successful in addressing the social and/or community needs, and be responsive to the public health emergency and its negative social and economic impacts upon low-income and socially vulnerable communities.

Funding Information

Maximum grant awards are limited to twenty-five thousand dollars ($25,000) per entity.

Grant Period

All grant funds should be expended within two (2) years of the grant award or by March 31, 2024, whichever comes first. Any portion of the grant funds that are not expended by that time will be returned to the City no later than April 31, 2024.

Eligible Expenses – Community Service Areas

Grant awards will be limited to the following community service areas unless otherwise approved by the City Council:

  • Services to address homelessness including the provision of emergency and transitional housing services, and access to stable and affordable housing.
  • Behavior health services including mental health and substance misuse treatment, crisis intervention and domestic abuse intervention and prevention programs.
  • Nutritional assistance services including food banks, food assistance programs and similar services provided to households in need.
  • Educational services and practices to address the academic needs of students including tutoring, summer school, after school and other extended learning programs that address the educational, social, emotional, and mental health needs of students.

Eligibility Criteria

Applicants must be a 501(c)3 non-profit organization, must not be classified as a foundation, must provide direct assistance and services to Moscow residents, and must have a primary mission that is within one or more of the community service areas outlined below. The non-profit organization must have at least one (1) employee (unless otherwise approved by City Council) and must be registered with, and current in all required documentation by the Idaho Secretary of State.
