With guidance from the Department of the Treasury Coronavirus State and Local Fiscal Recovery Funds Final Rule, this program calls to action community-based projects that address public health, public safety, the economic recovery of impacted sectors, educational disparities, and more.
The CEAG program plays a key role in Manchester’s recovery from the COVID-19 pandemic. This grant empowers Manchester residents to identify projects that can help address needs resulting or exacerbated by the COVID-19 pandemic. Examples of projects that address public safety, public health, educational disparities, and/or negative economic impacts include, but are not limited to, infectious disease prevention strategies such as provision of masks, education on vaccines, and more; mental health support; investments in public outdoor spaces; neighborhood cleanup and greening projects; tutoring programs, after-school programs, summer enrichment programs, and more for low-to moderate income students; and job fairs, job training, and/or career counseling services. They invite the community to think of creative projects that support Manchester’s recovery from the COVID-19 pandemic.
Types of eligible projects:
Community Activation Grant funding may be used to address:
- Public health needs, such as, but not limited to:
- Services that mitigate health disparities
- Comprehensive infectious disease prevention strategies
- Addressing other impacts of the pandemic on public health
- Educational disparities, such as, but not limited to:
- Expanding tutoring and after school programs in high poverty public schools or for low to-moderate income students
- Summer education and enrichment programs for low-to-moderate income students
- Social and mental health support to all students
- Addressing other educational disparities exacerbated by or brought on by the pandemic
- Public safety and the promotion of healthier living environments, such as, but not limited to:
- Investments in public outdoor spaces
- Pedestrian safety
- Access to healthy food, such as in food deserts
- Neighborhood cleanup or greening projects
- Addressing other needs related to public safety and healthier living environments that have been impacted by the pandemic
- The negative economic impacts of the pandemic, such as, but not limited to:
- Expansion or creation of job fairs
- Expansion or creation of job training
- Expansion or creation of career counseling services
- Other programs that respond to the negative economic impacts of the pandemic
- Other community programming that responds to a negative effect of the pandemic
Funding Information
Up to $10,000 per grant is available to organizations, individuals, and neighborhood groups. A total of $1,000,000 is funded through the end of December 2026 and allocation must take place by the end of December 2024.
Project Requirements
All projects are required to:
- Complete the Community Activation Grant application in its entirety
- Be led by local community members: either an individual, neighborhood group, non-profit organization, or small business
- Primarily provide public or community benefits in Manchester:
- Benefit individuals/families within a City of Manchester Qualified Census Tract (QCT), as depicted as an addendum to Attachment A, or serve individuals/families that are disproportionately-impacted by the COVID-19 pandemic (i.e., based on racial, ethnic, gender, economic, or other disparities)
- Benefit public safety
- Benefit public health
- Benefit tourism or hospitality industry
- If the project is based on a physical component (examples provided below), have a plan for long term maintenance and provide pictures or drawings as supporting documents.
- If project requires advertisements, it is highly recommended that they are in multiple languages
- Provide quarterly reporting information for the purpose of tracking project progress (the reporting template will be provided upon award)
