Sherburne County Commissioners have approved a program that makes available grant money for nonprofits that have suffered losses from the COVID-19 pandemic.

Details:

The purpose of the Sherburne County Community Recovery Grant Program is to provide support for certain nonprofits and other community organizations who help to provide County residents with housing services, food, childcare programs, employment opportunities and access to social and mental health services to help mitigate the impact of the COVID-19 public health crisis.

The Community Resource Recovery Grant Program will support organizations that provide County residents with housing services, food, childcare programs, employment opportunities and access to social and mental health services to help mitigate the impact of the COVID-19 public health crisis.

Organizations are also strongly encouraged to apply for all other available COVID-19 related funding programs offered by the U.S. federal government, the State of Minnesota and other governmental agencies.  Organizations applying for and receiving funds through these programs are still eligible to receive a grant from the County but may not use County grant funds for eligible expenses covered by other Local, State or Federal funds or programs.

Amount of Grant and Use of Grant Funds

  • Eligible Organizations may receive a one-time grant of up to $20,000 based on demonstrated need and for use on eligible expenses. Funds may be used for the following costs and expenses that are incurred between March 3, 2021 and October 31, 2021.
    • rent or mortgage payments,
    • payroll for current employees,
    • costs to retain employees,
    • working capital and operational costs for the Community Support Services provided by the Eligible Organization; and
    • costs to implement COVID-19 prevention and mitigation measures.
  • Funds may not be used for purchasing machinery or vehicles, moving expenses or land acquisition.

Eligible Organizations

Organizations must meet all of the following criteria as of March 3, 2021 to be eligible for grant funds:

  • Have a physical location or operating presence in Sherburne County under which the Organization provides services to help Sherburne County residents obtain or maintain necessary Community Support Services, which includes housing, food, childcare, access to evidence-based practices addressing social, emotional and mental health needs, and/or similar community support resources as determined by the County.
  • Be an IRS 501(c)(3) Charitable or Nonprofit Organization registered with the Minnesota Secretary of State as an active Minnesota Non-Profit Organization providing programs, activities or expenditures deemed by Sherburne County as necessary and consistent with the objectives stated in criteria.
  • Be able to demonstrate that the Organization has been directly and adversely affected by the COVID-19 pandemic by showing at least a 20% impact in comparable profits/losses related to actual (for existing Organizations) or anticipated (for newer Organizations) fixed/capital costs, operating costs, personnel expenses or revenue loss not compensated through commensurate reductions in operations or expenditures by one of the following methods:
    • Organizations existing prior to January 1, 2019 must demonstrate losses related to actual fixed/capital costs, operating costs, personnel expenses or revenue loss not compensated through commensurate reductions in operations or expenditures by comparing first and second quarter 2019 profit/losses with first and second quarter 2021 profit/losses.
    • Organizations that were started after February 1, 2019 must demonstrate losses related to fixed/capital costs, operating costs, personnel expenses or revenue loss not compensated through commensurate reductions in operations or expenditures, based on the Organization’s anticipated revenue and expenses for first and second quarter 2021, as derived from the Organization’s official business plans.
  • Have an employee or volunteer presence actively engaged in provision of programs and/or services in Sherburne County.

Ineligible Organizations include the following (this is a non-exclusive list):

  • For-profit organizations.
  • Private foundations or political organizations.
  • IRS Tax Code 501 organizations other than 501(c).
  • 501(c) churches, religious, political, social, business, charitable or fraternal organizations that do not provide community resources to the public as a whole or who do not/will not provide such identified services in direct collaboration and coordination with Sherburne County for programs, activities or expenditures deemed by Sherburne County as necessary and prudent in advance of the objectives stated in criteria 1.
