The Family League of Baltimore (Family League) has announced a Request for Applications for 2022 Home Instruction for Parents of Preschool Youngsters (HIPPY) which is an evidence-based, home visitation program that focuses on parent-involved, early learning and provides solutions that strengthen families.

HIPPY’s goal is to help parents prepare their children for success in school and beyond, as well as empower parents as their child’s first and most influential teacher by giving them the tools, skills, and confidence they need to successfully engage their children in educational activities in the home. Skilled Home Visitors work with parents who then work with their own young children. Parents are provided with a set of carefully developed curriculum, books, and materials designed to strengthen their children’s cognitive skills, early literacy skills, and social/emotional and physical development.
HIPPY was developed specifically for parents who may face various barriers such as limited education, poverty, language access and/or isolation. Through well-defined activities, materials, and instruction, the HIPPY model is designed to result in the following outcomes:
- Parents become active in guiding their children’s educational experiences in the home.
- The home literacy environment improves.
- Children acquire values that display a predisposition to learning.
- Children acquire pre-academic skills and knowledge in key domains.
- Parents assume an active role as their children enter the formal academic environment by communicating with teachers, attending school events, volunteering in the school, and advocating for their children.
- Families increase their involvement in the local community.
- Families have stronger parent-child relationships.
- Children achieve long-term academic success.
Family League is seeking:
- A community partner to lead planning activities, fulfill accreditation requirements, followed by full program implementation for the Home Instruction for Parents of Preschool Youngsters (HIPPY) program in Cherry Hill
- A community partner to lead planning activities, fulfill accreditation requirements, followed by full program implementation for the Home Instruction for Parents of Preschool Youngsters (HIPPY) program in the Northeast Baltimore catchment area
Funding Information
- For funding requests totaling more than $50,000, provide a copy of the organization’s independently audited financial statements for its fiscal year-end within the past 12 months;
- Grant Period: April 15, 2022 – June 30, 2023
Eligibility Criteria
To apply, interested individuals or organizations must:
- qualify as a nonprofit corporation with 501(c)(3) status, a for-profit corporation, or a public entity;
- Have a status of 501(c)(3) in “Good Standing.” Must provide a PDF copy of the certificate within the 2022 calendar year (January 1, 2022 to present). Certificate can be obtained from here;
- provide evidence of organizational capacity to implement a quality program as outlined in the RFP; and
- Provide a clear and concise operating budget.
