Details:

Salt Lake County Division of Housing and Community Development (HCD) supports housing, housing stability, and the economic mobility of individuals and families.  Low-income earners face obstacles of ever-increasing rents, food insecurity, access to health care, and access to opportunities e.g. living wage jobs and economic mobility.  In response to these challenges, Salt Lake County intends to prioritize available resources for targeted activities which increase or sustain affordable housing inventory, increase housing stability, or contribute to economic mobility.

Funding Priorities and Requirements 

  • The Division of Housing and Community Development administers multiple grant opportunities from various funding sources. The priorities for every program are to contribute to the housing stability and economic mobility of low-to-moderate income households.  For purposes of this RFA, activities will be prioritized based on populations served.  Seniors (55+), DV Survivors, families, unsheltered families, immigrant & refugees, medically frail homeless, severely rent burdened, homeless youth, and those with long-term disabilities will be prioritized.
  • Each of the activities that have been prioritized in the current Consolidated Plan is based on community surveys, relevant data (academic research), and policy priorities; and each is eligible under Community Development Block Grant (CDBG).
    • Land Acquisition (prioritized)
    • Affordable Housing Projects
    • Land acquisition for Affordable Housing Development (Entitled land only)
    • Housing Rehabilitation and Reconstruction (prioritized)
    • Accessory Dwelling Unit (ADU) Modifications to make housing accessible and safe for LMI households
    • Creation of Accessory Dwelling Units (ADUs) for LMI households
    • Critical Needs – Code Violation and/or Property Standards, Increased Energy Efficiency
    • Aging in Place – Removal of Architectural Barriers in the Home
    • Economic Development
    • Public Facility Improvements.

Who May Apply

Non-profit organizations and Quasi-Government Agencies are eligible to submit proposals under this RFA.  All non-profit entities must submit proof of existing 501c3 status in order to be eligible to apply for funding.  Only projects that meet the U.S. Department of Housing and Urban Development’s criteria for CDBG funding and meet the priorities outlined for the Urban County will be awarded funds through this application process.
