The Community Transit Grant Program awards funds to help meet the transportation and mobility needs of seniors and people with disabilities. The annual competitive program distributes Federal Transit Administration (FTA) Section 5310: Enhanced Mobility of Seniors & Individuals with Disabilities funds and State Mobility Assistance Program (MAP) funds.

- Utilize Community Transit Grant Program funding to expand mobility: Over the years, MassDOT has funded many innovative and effective projects through the Community Transit Grant Program. To increase the likelihood of receiving funding, applicants should incorporate best practices and ensure that their projects: 1) respond to unmet local or regional transportation need; 2) coordinate with partners across sectors to build on – not duplicate – existing transportation options; 3) include riders in project planning, design, implementation, and evaluation; and 4) prioritize transportation for older adults and people with disabilities while offering unused seats to the general public.
- FTA Section 5310: Enhanced Mobility of Seniors and Individuals with Disabilities grant program: The FTA Section 5310 program helps fund mobility management activities, operational costs, and the purchase of capital equipment to meet the mobility needs of seniors and people with disabilities.
- Mobility Assistance Program (MAP): The State Mobility Assistance Program (MAP) helps fund transportation services (defined in Chapter 637 § 13 of the Acts of 1983) for seniors and people with disabilities. MAP funding is used to buy only eligible vehicles, and is most often a State financial match to federally funded purchases.
Eligibility Criteria
- Traditional Projects: Private Non‐Profit Organizations when publicly operated mass Applicants transportation services are unavailable, insufficient, or inappropriate. City, County, Town and Tribal Governments, including Regional Transit Authorities (RTAs), if approved by the
- State to coordinate services for seniors and individuals with disabilities or can certify to MassDOT that no private nonprofit organization is “readily available” in the service area to provide the needed service.
