Richland County Job and Family Services is the administrative agent for Richland County Youth Family Council which is an Ohio Family and Children First Council per Ohio Revised Code 121.37. Job and Family Services and Youth and Family Council are issuing a joint request for proposals to serve children and families.

Richland County is a supportive community where children and families achieve their fullest potential, build upon their strengths, and fulfill their rights, responsibilities, and needs. The purpose of the Council is to provide leadership to assure an effective system of collaborative, coordinated, and efficient community services which assist each family and child to meet their individual needs and responsibilities. The Council began as a Council of Governments in 1990 as local social service leaders identified a need to establish a mechanism for communication, collaboration, and coordination. This was three years before the structure was established in the Ohio Revised Code. Richland County has always been progressive in its social service delivery system and its desire to improve outcomes for children and families.

The Council embraces the values of Ohio’s commitment to child well-being, which are:

  • expectant parents and newborns thrive,
  • infants and toddlers thrive,
  • children are ready for school,
  • children and youth succeed in school,
  • youth choose healthy behaviors, and
  • youth successfully transition into adulthood.

Richland County Job and Family Services has Temporary Assistance for Needy Families (TANF) funds available for this request for proposal. Services provided with these funds must address one or more of the program’s four broad purposes:

  • Provide assistance to needy families so that children can be cared for in their own homes or in the homes of relatives
  • End the dependence of needy parents on government benefits by promoting job preparation, work, and marriage
  • Prevent and reduce the incidence of out-of-wedlock pregnancies
  • Encourage the formation and maintenance of two-parent families

At this time, the Council and Richland County Job and Family Services are interested in proposals that address the following.

  • Respite services for families with multisystem needs. This could include group respite events and one on one respite.
  • After school tutoring and activities to assist children in overcoming learning loss from the pandemic.
  • Parenting education services or services that improve family functioning and build resiliency within families.
  • Therapeutic mentoring for adolescent males.
  • Support for multisystem youth to maintain safely in the community
  • Prepare young adults for employment, assist individuals to maintain employment
  • Trauma informed supports for children and families to build resiliency.
  • Services/Supports to reduce the infant mortality rate.

Funding Restrictions

Prohibited use of funds:

  • Supplanting of other programs
  • Child Care– funds cannot be used for childcare needs
  • Medical services – No Medicaid covered services are allowable
  • Capital Improvement – Funding cannot be used for capital improvements
  • Equipment – Funding cannot be used to purchase equipment

Eligibility Criteria

  • Richland County Youth and Family Council and Job and Family Services is requesting applications from governmental units, private for profit or non-profit agencies, corporations, or local educational agencies. To be eligible, the Applicant must demonstrate the administrative capability to operate the program. Priority will be given to programs that have demonstrated effectiveness.
  • Only agencies and organizations, not individuals, are eligible to apply under this RFP. All jointly developed applications must identify a single organization as the official Applicant. Participating agencies and organizations can be included as co-participants, sub-grantees, or subcontractors.
  • Applicants claiming non-profit status must submit evidence of legal status as a non-profit organization. All applicants must submit their most recent audited financial statements.
