Capital Funding to develop long-term Affordable Supportive Housing Projects in Minnesota

Hennepin County’s Housing and Redevelopment Authority (“Authority”), in partnership with the Human Services and Public Health Department (“County”), is soliciting proposals for the purpose of awarding capital funds to develop supportive housing.

Details:

Hennepin County’s Supportive Housing Strategy offers capital funding and technical assistance to develop long-term affordable supportive housing projects.

In 2019, Hennepin County created the strategy to invest additional capital, operating, and service funding to support Hennepin County’s most vulnerable residents, including those with a combination of extremely low-incomes and other conditions or challenges to stable housing.

To maximize the impact of this funding, we are:

  • Working with target populations to better understand their unique housing needs
  • Partnering with supportive housing developers and providers early in the project development process
  • Increasing focus and flexibility in how we invest

Targeted Population

The Supportive Housing Strategy focuses on specific population groups every year. This 2023 RFP prioritizes projects with units designed and set aside for the following priority population groups:

  • People with severe substance use disorder(s)
  • People with mental illness leaving treatment
  • People with a disability and a requirement to register as a predatory offender, specifically a Level 3 designation

Funding Information

The Hennepin County Housing and Redevelopment Authority’s budget authorizes up to $2,000,000 annually for capital assistance to supportive housing projects that preserve units at risk of loss and/or expand the supportive housing system. Award amounts will be based on the criteria detailed below to ensure that the requested funding amount is appropriate for the number and type of housing units created, and that the project outcomes are commensurate with the level of public investment.

  • Acquisition of property
  • Construction
  • Moderate or substantial rehabilitation
  • Site improvements
  • Reasonable and necessary expenses related to the development of affordable, supportive housing serving target populations

Eligible Projects

Eligible projects will preserve or create housing opportunities for the county’s priority population of residents, which are those for whom housing instability leads to the worst health and safety concerns. This population has the following characteristics:

  • Extremely low incomes (under 30 percent of AMI)
  • Need significant assistance to live independently
  • A disability increasing health and safety risks if unhoused
  • Limited access to existing supports

The priority population identified in February 2018 includes these residents:

  • People with high detox use
  • People with developmental disabilities
  • Youth in and leaving extended foster care
  • Unaccompanied minors
  • People with disabilities who are level 3 predatory offenders
  • People experiencing chronic homelessness
  • Youth experiencing sexual exploitation
  • People with complex medical conditions and currently homeless
  • Youth with neuro-diverse brain disorders
  • People with serious and persistent mental illness and leaving treatment

Families involved or at risk of involvement with Child Protection Funding agreements will include an obligation to work with county department(s) to develop an outreach and referral process to ensure housing for priority residents.
