The goals of this RFP are to:
- Address the needs of people experiencing homelessness, by promoting Housing First best Practices, providing low-income households and communities with services supporting housing and social services; including the provision of intensive case management services for chronically homeless individuals, and those impacted by Covid-19 and disasters.
- Fund geographically accessible and impactful housing and public service activities informed by the needs of the Chester County 2-1-1 system: and
- Support affordable housing development and community improvements that enhance the lives of Chester County residents.
Community Services – Emergency shelter, community-based supportive services, permanent supportive housing services, and intensive long-term case management services.
Activities
Will support emergency shelter, community-based supportive services, permanent supportive housing and other services that encourage housing and economic stability targeted to assist very low, low-moderate income and individuals and families at risk of or literally experiencing homelessness. Activities may include, but are not limited to:
- Housing stabilization activities such as long-term case management to ensure permanent housing success, including for chronically homeless individuals and those displaced by unforeseen disasters
- Homeless prevention/financial assistance
- Diversion
- Outreach and resource coordination
- Public service activities addressing social needs such as affordable and accessible housing, income growth and economic stability
- Limited emergency and transitional shelter
- Down payment assistance for first-time homebuyers
- Fair housing services
Those applying for Community Services activities must enter all income category fields, including Area Median Income data. If using Limited Clientele (LMC) to describe the activity beneficiaries, applicants must provide income breakdowns for all income category fields in the application form.
- Activities funded under this category will require that applicants maintain records and provide backup documentation of income levels of clients served through their program.
- HUD presumes certain clientele have low- to moderate-incomes: persons who are elderly, severely disabled, victims of domestic abuse, abused children, illiterate adults, people who are homeless, migrant farm workers, and persons living with AIDS.
