Funding for these services is being provided by a Pennsylvania Commission on Crime and Delinquency (PCCD) Violence Intervention and Prevention Grant secured by UWGLV.
Scope of Services
UWGLV is looking to de-escalate, prevent and lessen youth violence in and around the Raub Middle School community through school-based mentoring, creating safe corridors to and from school, family and community outreach and engagement, and conflict resolution and de-escalation supports for at-risk youth. The funded agency will be required to:
- Work collaboratively with Allentown School District (ASD) administrators and Raub Middle School stakeholders to provide identified supports to students and families.
- Communicate regularly with stakeholders regarding scope of work, collect and provide requested data, and submit all required reporting for UWGLV’s PCCD grant by stated deadlines.
- Provide in-person individual and small group mentoring for identified students on a daily basis at Raub Middle School.
- Help proactively identify and de-escalate incidents of youth violence that may occur in school hallways, stairwells or cafeteria, providing conflict resolution supports for students.
- Help develop and provide identified Safe Corridors to and from school, in partnership with ASD, Raub Middle School staff, United Way Community School staff, and the Allentown Police Department, in an effort to reduce incidents of youth violence en route to and from school and foster a greater sense of safety among students.
- Engage and maintain relationships with student families, and help connect families with basic need supports as needed (food, housing, mental health, transportation).
- Facilitate a Raub Youth Safety Task Force/Advisory Board with parents/caregivers, Raub school staff, Allentown Police Department, ASD administrators, students and community leaders to identify safety concerns and collaboratively develop and execute solutions.
- Connect at-risk Raub Middle School students with prosocial events, activities and opportunities, in partnership with United Way Community School staff, such as after school positive youth development programs, leadership opportunities, community service, career building experiences available at Raub Middle School or elsewhere within the Allentown community.
- Offer resources and strategies to classroom teachers regarding student behavior, risk factors, relationship building and trauma informed practices.
- Participate in any additional school level or UWGLV PCCD grant related meetings as required, such as the school attendance team meetings, Student Assistance Program meetings, community safety meetings, etc.
- Complete all required staff trainings (mindfulness, mandated reporter, trauma informed practices, possibly Student Assistance Program, etc.) and submit all required clearances.
- Follow all of the District’s procedures and protocols as found.
General Requirements
This RFP is looking for qualified providers/agencies to implement the following range of youth violence prevention services:
- Crisis Intervention and Conflict Resolution to reduce, de-escalate and prevent youth violence at and around Raub Middle School
- Mentoring and Connection to Pro-Social Activities
- Family Outreach, Education and Connection to Basic Need Resources
- Safe Corridors to and from Raub Middle School
- Convene Student-Parent-School-Community Youth Safety Task Force
- Trauma informed and Culturally Responsive Practices
Proposals Requirements
- Proposals must include all aspects of the above stated Qualification Requirements.
- Proposals must provide methods that will be used during in-person individual and group mentoring for students on a daily basis.
- Proposals must include previous experiences and plans to engage, maintain relationships and build trust with student families.
- Proposals must include an estimate of how many students would be served by each mentor per school year.
- Proposals must include at least one reference of persons familiar with similar work done by the applicant agency.
- Proposals must include a description of how funded services would provide effective interventions to mitigate or prevent incidence of youth violence and increase sense of safety for Raub Middle School students.
- Proposals must include a description of how the agency demonstrates a commitment to Diversity, Equity and Inclusion (DEI), and detail their experience serving the Black and Hispanic community, non-native English speakers or non-English speakers.
- Proposal must include how provider will create and build a professional working relationship with all necessary and appropriate school, district and community school staff, as well as UWGLV project leads and how provider will provide leadership and support to school staff in the areas of youth safety and violence mitigation.
- Proposal should include a complete description of ongoing supervision and professional development planning for provider’s school-based personnel.
- Itemized Budget: Provider should include a detailed itemized budget for school-based mentors and violence interrupters and delineate the following:
- Scope of services
- Projected expenses by line item
- Narrative providing budget justifications.

- For those individuals who would be funded to provide school-based services through this RFP, include a description of their experience, skill set, length of employment with the provider, professional licensing or degrees.

Evaluation and Selection Criteria
- The following criteria will be used, without limitation, in evaluating proposals and determining the most responsible nonprofit provider:

- The provider’s technical understanding of the scope of services and proposed professional services as evidenced by the proposal submitted. (20%)
