San Joaquin County anticipates receiving 2022-2023 federal funds from the U.S. Department of Housing and Urban Development (HUD) for the general purpose of assisting low- and moderate-income persons to obtain decent housing, a suitable living environment, and expanded economic opportunities.
It is the intent of the Neighborhood Preservation Division to provide the organization, vision, and means by which citizens have access to programs to improve their standard of living, which includes the preservation and increased vitality of neighborhoods.
The County estimates that its’ FY 2022-2023 entitlements funding plus estimated program income will be approximately $5.7 million made up of CDBG, HOME and ESG. Estimates are based on prior year allocations. Amounts are subject to increase or decrease based on the Congressionally approved budget, anticipated to be announced in early 2022.
Activities eligible for CDBG funding include infrastructure, public facilities, public services, housing, economic development, planning and administration costs, and neighborhood revitalization that focus on benefitting low-moderate income persons and households. HOME funds are allocated to general housing activity types to include homeowner and rental construction, rehabilitation, and first-time homebuyer assistance for low income persons or households. Emergency Solutions Grant (ESG) funds are allocated to organizations providing shelter, homelessness prevention, rapid re-housing and essential services to the homeless population.
