Goals and Objectives
Goal 1: Strengthen the evidentiary value of BWC footage in criminal investigations and prosecutions.
- Objective 1.1: Promote agency policies that govern the secure capture, storage, and retention of BWC footage consistent with evidentiary standards.
- Objective 1.2: Expand the integration of BWC footage into case management systems to improve prosecutorial review and courtroom presentation.
- Objective 1.3: Support practices that streamline the transfer of digital evidence from law enforcement to prosecuting agencies.
Goal 2: Improve the operational effectiveness and safety of law enforcement and correctional personnel.
- Objective 2.1: Encourage the strategic deployment of BWCs in high-risk operational settings to improve officer safety.
- Objective 2.2: Support the use of BWC footage to exonerate officers following unfounded complaints or allegations of misconduct.
Goal 3: Advance agency-level capacity to manage and share digital evidence.
- Objective 3.1: Promote scalable digital evidence management systems that allow for efficient storage, tagging, and retrieval of BWC footage.
- Objective 3.2: Facilitate cross-agency collaboration in evidence sharing, including law enforcement-to-prosecutor and law enforcement-to-court workflows.
