These new initiatives are part of Delaware County’s continued effort to use settlement funds to combat the opioid epidemic, support recovery, and strengthen families across communities.
County Council has approved three new initiatives for 2025 funding:
- Continuity of Care: Ensuring individuals maintain connections between levels of care, improving recovery outcomes, and supporting those who may leave treatment before completion.
- Scholarships for Persons in Certified Recovery Programs: Providing financial assistance to individuals enrolled in certified recovery programs as they work toward sustained recovery.
- Support for Families: Assisting grandparents and other caregivers who are raising children as a result of the opioid epidemic.
These settlement funds will support programs directly related to the impacts of opioid overuse and addiction and is restricted to certain remediation purposes such as Naloxone training and distribution for first responders, schools, community support groups and families, medication-assisted treatment, expansion of warm hand-off programs and recovery services, prevention programs and treatment for incarcerated populations.
To ensure that the funds are used to combat the opioid crisis to the best of their ability, Delaware County has formed an interdepartmental and interdisciplinary Task Force to provide recommendations to County Council for short-term and immediate uses, as well as long-term programming that can be supported by the new funding.
Funding Information
The County will receive annual payments for 18 years, with an average amount of $3.5M per year, to tackle the devastating opioid epidemic affecting Delaware County residents, their loved ones, and the community.
A portion of this amount was awarded to the District Attorney’s Office as Delaware County was a litigating county.
- Per the terms of the settlement agreements, the funds must be used in adherence to “Exhibit E” which includes:
- Expanding access to Naloxone and Medication-Assisted Treatment (MAT)
- Treatment and screening for pregnant and postpartum women and infants born with Neonatal Abstinence Syndrome
- Warm hand-off programs connecting patients to care after overdoses
- Treatment and support for the incarcerated population
- Education and prevention programs
- Syringe service programs, harm reduction, and data collection/research
- Wrap-around services that enhance access to care and promote recovery
