OSSE’s CLSD subgrant will support the implementation of evidence-based practices such as building comprehensive literacy plans, delivering evidence-based high-quality literacy professional development, and implementing family literacy initiatives. The purpose of these funds is to improve the language and literacy development of the District’s children and students to address and improve critical literacy resources, staff knowledge and capacity to implement evidence-based literacy instruction, and achievement gaps for the District’s children.
Funding Information
OSSE’s total award from FY25 – FY26 is $49,776,235. The total funding available for the Birth – 5 award is $7,466,437 (15 percent of total award) for four years, subject to continued availability of funding. OSSE will award up to ten total subgrants to eligible entities based on the annual maximums. Each eligible applicant may ONLY apply for up to $975,000 per year from FY26 – FY28, and $815,000 in FY29.
Eligible Applicants
To apply for this subgrant, an eligible entity must be must be a licensed District of Columbia early childhood education program (including local education agencies) serving low-income or otherwise disadvantaged children, which may include homebased literacy programs for pre-school-aged children, that have a demonstrated record of providing comprehensive literacy instruction for the age group such program proposes to serve OR a licensed District of Columbia early childhood education program, which may include home-based literacy programs for preschool-aged children, acting in partnership with one or more public or private nonprofit organizations or agencies (which may include early childhood education programs) that have a demonstrated record of effectiveness in— (1) Improving literacy achievement of children, consistent with the purposes of participation under the CLSD program, from birth through grade 12; and (2) Providing professional development in comprehensive literacy instruction.
Eligible applicants will be limited to the objectives and allowable costs in the following three pillars:
- Center comprehensive literacy plan creation and implementation,
- High-quality evidence-based literacy professional development, and
- Family literacy training and engagement.
