The Chester County Department of Community Development (DCD) is seeking proposals from organizations for the following programs:
- Community Services
- Affordable Housing
- Nonprofit Construction
- Municipal Construction.
Goals
The goals of this RFP are to:
- Address the needs of people experiencing homelessness by promoting Housing First practices, providing low-income households and communities with housing and social services;
- Fund geographically accessible and impactful housing and public service activities informed by the needs of the Chester County Human Needs Network; and
- Support affordable housing development and community improvements that enhance the lives of Chester County residents.
National Objectives
Within the Proposal Information section of the electronic application, applicants will need to select the National Objective category of the activity proposed. Applications generally fall into:
- LMA (low-moderate income area benefit); generally used for Municipal Construction applications
- LMC (low-moderate income limited clientele benefit)
- LMH (low-moderate income household benefit); generally used for affordable housing development, housing rehabilitation, and first-time homebuyer activities
- SBA (slum or blighted area); only for activities meant to improve areas designated as slum or blighted.
