The purpose of the TSL program is to assist States, local educational agencies (LEAs), and nonprofit organizations to develop, implement, improve, or expand comprehensive performancebased compensation systems (PBCS) or human capital management systems (HCMS) for teachers, principals, or other school leaders (especially for teachers, principals, or other school leaders in high-need schools) who raise student growth and academic achievement, support workforce readiness, and close the achievement gap between high- and low-performing students. In addition, a portion of TSL funds may be used to study the effectiveness, fairness, quality, consistency, and reliability of PBCS or HCMS for educators.

- Absolute Priority 1 – Human Capital Management Systems (HCMS) or Performance Based Compensation Systems (PBCS)
- Absolute Priority 2 – High-Need Schools
- Competitive Preference Priority 1 – Returning Education to the States
- Competitive Preference Priority 2 – Meaningful Learning Opportunities for Students
Funding Information
- Estimated Range of Awards: $500,000 to $8.5 million.
- Estimated Average Size of Awards: $4,300,000 per performance period.
Grant Period
Up to 36 months.
Eligibility Criteria
To receive funds under this program, an applicant must be:
- An LEA, including a charter school that is an LEA, or a consortium of LEAs;
- A State educational agency (SEA) or other State agency designated by the Chief Executive of a State to participate;
- The Bureau of Indian Education; or
- A partnership consisting of–
- One or more agencies described in paragraph (a), (b), or (c); and
- At least one nonprofit or for-profit entity.
