The City’s Department of Housing and Community Development (HCD) is responsible for administering these funds locally.
As part of this award, an eligible amount can be used for public services to benefit low- and moderate-income residents. HCD is currently soliciting program proposals from community organizations for competitive awards to be included in the City’s FY2026 CDBG Funding Application.
National Objectives
This requires that each activity, except certain activities carried out under the eligibility categories of Planning and Capacity Building, Program Administration, and Technical Assistance, meet specific tests for either:
- Benefiting low- and moderate-income persons,
- Preventing or eliminating blight, or
- Meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community, and other financial resources are not available to meet such needs.
Eligibility Criteria
- Project must be located within the city limits of Chelsea.
- Project must predominantly serve low- and moderate-income residents.
- Project must meet one of the National Objectives as defined by HUD.
- Applicants must be a city department/division, 501c3, 509(a), faith-based entities, and/or public agencies.
- Must meet CDBG guidelines as defined by HUD.
- Applicant must have a valid Unique Entity Identifier (UEI) and be registered with SAM.gov.
- Applicant must have proper financial and administrative capacity be able to comply with federal grant requirements (2 CFR 200). Examples of this include ability to collect beneficiary data, complete quarterly progress reports.
- Applicant must comply with federal civil rights laws.
- Applicant must cannot be debarred or suspended from receiving federal, state, and local funds (SAM.gov registration and UEI may be required).
- Applicant must have a written policy to avoid conflicts of interest in awarding services or hiring staff.
- Applicant must carry appropriate insurance (general liability, workers’ comp, etc.) depending on the service type.
- Project must have consistency with Chelsea’s Community Development Strategy.
