Priorities
Community priority needs will set priorities for Community Development funding awards for Community Development Block Grant (CDBG) funds, HOME Program funds, 2060 Affordable Housing Trust Funds (AHTF), and additional municipal funds for the 2025 Annual Action Plan and the 2025 – 2029 Consolidated Plan. Priorities for funding were determined by the Community Development Advisory Committee (CDAC) at a public hearing on August 20, 2024 as follows:

- Mental Health
- Substance Use Disorders
- Housing
- Unsheltered Persons and Emergency Shelter
- Stability
- Preservation and Creation of Affordable Housing/Supportive Units
- Public Services
- Childcare
- Youth
- Food
- Economic Development
- Business Support (Technical Assistance)
- Job Skill Training and Job Placement
- Façade Improvements
- Microenterprise
- Community (Neighborhood) Facilities [Ex. Food bank, Childcare center, Senior/Community center]
- Parks and Open Space [Ex. Pedestrian path, ADA picnic facilities, Recreation improvements].
Funding Information
Estimated amounts by funding source are:
- CDBG – $775,000 total. Of the total, the amount available for Public Services is $116,250. The amount available for Non-Public Services is $503,750
- AHTF – $140,000
- HOME – $400,000.
Eligibility Criteria
- Private non-profit organizations that have received 501(c)(3) federal tax-exempt status from the U.S. Internal Revenue Service (IRS) and are registered as a non-profit corporation in the State of Washington
- Faith based organizations may also apply but must not restrict client participation based on required religious affiliation or services
- For-profit entities can also apply per 24 CFR 570.201
- Applications from individuals are unable to be accepted
- A minimum of 51 percent of program participants must be low to moderate income persons which is defined by HUD as 80% or less of the Area Median Income (AMI). (CDBG and HOME funds only).
