The Office of Community Development administers the City of Meriden’s Community Development Block Grant (CDBG) Program. Through an annual competitive allocation process, CDBG funding is awarded to City departments and local non-profit agencies to carry out programs and activities primarily benefiting low- and moderate-income individuals and households.

The City expects to receive an estimated $927,552 in CDBG funding from HUD for PY 2025, which begins July 1, 2025, and ends June 30, 2026.
Eligibility Criteria
The following entities are eligible to apply for CDBG funding:
- Government agencies, including public agencies, commissions, or authorities that are independent of the grantee’s government (for example, a public housing authority).
- Private non-profits, including corporations, associations, agencies, or faith-based organizations with non-profit status, often under the Internal Revenue Code (Section 501(c)(3)), usually with a board of directors and an executive director in charge of daily administration. Examples of private non-profits include private social services agencies (such as those providing counseling, or daycare providers), community development corporations, faith-based housing development groups or social service providers, and operators of homeless shelters.
