Fleet-ZERO is a grant program that offers funding for installing electric vehicle (EV) charging to support the transition of light-, medium-, and heavy-duty on- and off-road fleet vehicles and equipment throughout Colorado to EVs. The program is designed to accelerate the transition of fossil-fuel-powered fleet vehicles and equipment to zero-emission electric alternatives by increasing access to private depot charging; shared, public, and semi-public fleet charging; and fleet charging-as-a-service (CaaS) through reduced cost barriers to fleet EV charging deployments.
The goals of the Fleet-ZERO program are to:
- Encourage the installation of EV charging for fleets throughout Colorado
- Increase the number of fleet EVs throughout Colorado
- Accelerate the transition of light-, medium-, and heavy-duty on- and off-road fleet vehicles and equipment to EVs
- Reduce harmful pollution and emissions from diesel and gasoline fleet vehicles and equipment
- Improve public health and protect the environment while reducing fueling costs
- Support equity and environmental justice by prioritizing the transition of high-emission fleet vehicles and equipment to EVs in disproportionately impacted communities and offering enhanced incentives for qualifying entities
- Collect data on the utilization of fleet EV charging throughout Colorado
- Implement the goals of the Colorado EV Plan and Colorado Clean Truck Strategy.

Eligibility Criteria
Fleet-ZERO is only available to eligible applicants requesting funding to install EV charging to support on- and/or off-road fleet EVs (electric vehicles and/or equipment).
Eligible applicants for the Fleet-ZERO program include:
- Businesses and industry
- Fleet charging providers (only applicants that would own and operate the EV charging ports being requested)
- Fleet charging providers include, but are not limited to:
- Fleet charging-as-a-service (CaaS)
- Public fleet charging
- Semi-public fleet charging
- Any combination(s) of the above
- Fleet charging providers include, but are not limited to:
- Government and public institutions
- Independent contractors and owner-operators
- Non-profit organizations
- Qualifying entities
- Schools (including charging for electric school buses)
- Transit agencies (only for charging fleet EVs other than transit vehicles)
- Tribal Governments and Entities.
