Details:

The program focuses on supporting businesses located in disadvantaged and low- to moderate-income areas, helping to improve curb appeal, attract customers, and stimulate local economic growth.

This program is funded through the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) program. Funding is provided on a reimbursement basis, meaning eligible expenses will be reimbursed after project completion and verification of approved improvements.

Funding Information 

Eligible businesses may receive up to $20,000 in financial assistance.

Eligible expenses 

  • Exterior Signs- new or replacement of legally installed/mounted signage or awning)
  • Painting or exterior surface treatment (murals, stucco, tile, stone, or brick replacement)
  • New or replacement of exterior doors
  • Outdoor lighting (such as exterior lighting fixtures)
  • Installation or replacement of decorative or security fencing
  • Replacement of plate glass windows; re-glazing of windows or change of windows, window art and merchandising supplies/equipment including vinyl decals and graphics, paint and brushes, stencils and templates.
  • Reimburse expenses incurred prior to applicant grant award
  • Pay-off non-business debt such as credit cards for purchases not associated with the business, personal expenses, or to support other businesses in which owner may have interest
  • Direct financing to political activities or paying of taxes and fines
  • Interior improvements, equipment or furniture
  • Repairs are not eligible expenses

Eligibility Criteria 

Eligible business owners must meet all of the following criteria at the time of application submission:

  • Commercial business must be located in a CDBG-census tract.
  • Business must operate a street-level storefront
  • Business owners must have a SAM.gov clearance
  • Must have a record of good standing with the California Secretary of State
  • Grantee must own the property or have a lease in place that covers no less than 3 years after construction completion.
  • Business must have no pending litigation with the City of Pasadena and hold a Pasadena license.
