Through the CDBG and HOME programs, the city provides valuable financial and other programmatic supports to a wide range of local partners that enable them to design and implement programs that foster vibrant and healthy communities through activities related to economic development, commercial and residential revitalization, affordable housing & other important public services and/or job creation, all in support of a shared vision of Charlottesville as a place where everyone thrives.
The city invites nonprofit community organizations to submit requests for funding through these programs that will support important community goals in the areas of affordable housing, economic development, public facilities & infrastructure improvements and public services.
For CDBG
- The City of Charlottesville is proud to partner on CDBG with the U.S. Department of Housing & Urban Development (HUD).
- Through this partnership, HUD provides valuable funding that helps Charlottesville nurture healthy and vibrant communities, with a special emphasis on fostering benefits for low- and moderate-income residents so that all of neighbors have the opportunity to thrive. Through CDBG, the City of Charlottesville partners with an array of local community-benefit organizations to design and implement programs that foster economic opportunities through activities related to economic development, commercial and residential revitalization, and/or job creation.
For HOME Investment Partnerships Program
- Through HOME, the City of Charlottesville partners with an array of local community-benefit organizations to design and implement programs that provide vital financial and capacity building supports to many local community-benefit organizations so that they can develop and rehabilitate affordable homeownership and rental opportunities to benefit income-qualified city residents.
- Through a regional partnership known as the Thomas Jefferson Area HOME Consortium, Charlottesville works closely with TJPDC and the staff of five neighboring counties: Albemarle, Fluvanna, Greene, Louisa and Nelson.
Evaluation Criteria
Requests for funding will be carefully evaluated by the volunteer members of the city CDBG/HOME Taskforce based on a standardized set of evaluation criteria, a copy of which can be found online at
Additional Considerations
- Submitting an application through the Neighborly Participant Portal requires advance no-fee registration.
- While applications submitted through Neighborly are time stamped, applicants are strongly encouraged to create a PDF copy of their completed application for their records.
- In order to be funded, applicants must be based within the city limits of Charlottesville.
