The Community Leadership Partners, a giving circle of Hampton Roads Community Foundation, is a volunteer group of Hampton Roads civic leaders who use their philanthropic resources and time to improve region.
Focus Area
In 2026, the Community Leadership Partners will fund 501(c)(3) nonprofit public charities with impactful and practical programs that support non-clinical mental health services. This is the Community Leadership Partners’ final year for this grant focus area
Grant applications should explain how the program for which funding is sought addresses the priority impact area of mental health services. Programs should facilitate early intervention, rapid response, and expedited access to mental health services. Programs may also encourage peer support, socialization opportunities, and family and community support. Preference will be given to organizations requesting funding for a program specifically dedicated to supporting mental health services.
Examples of eligible programs:
- Suicide prevention and other harm reduction strategies
- Early intervention services for persons affected by mental health disorders
- Community health initiatives and resources designed to increase awareness, early recognition, and active intervention for mental health issues, or destigmatize access to mental health services
- Peer support led by a trained and certified coach or specialist.

Grant awards typically range from $2,500 to $25,000.
Eligibility Criteria
- Community Leadership Partners will accept grant applications from nonprofit 501(c)(3) public charity organizations that meet the Hampton Roads Community Foundation’s eligibility requirements and provide program services to clients within any of the five major cities of South Hampton Roads (Chesapeake, Norfolk, Portsmouth, Suffolk, or Virginia Beach).
- Organizations must have an established track record of service and at least two years of uninterrupted nonprofit status with the IRS since at least April 1, 2024. Application submission should include audited financials or a full IRS Form 990; organizations that file a 990-EZ or 990-N must also submit a profit and loss statement that includes the organization’s revenues and expenses for 2025. Organizations must in good standing with both the State Corporation Commission (SCC) and the Virginia Department of Agriculture and Consumer Services (VDACS), unless they have been granted an exception. Organizations must have at least three board members not including the Executive Director, President, or CEO of the organization.
- Organizations that have a current Foundation grant may apply for this opportunity. Applying for this grant will not impact the organization’s ability to apply for a Community Grant, Special Interest Grant, or any other grant program at HRCF for which it is otherwise eligible.
