Collaborative Reform Initiative (CRI) program funds are used to highlight best practices of law enforcement agencies and the many ways they are protecting Americans; enhance officer safety and wellness; build agencies’ capacity for self-improvement; and promote community policing practices nationwide.
Goals and Objectives
- Goal 1: To provide technical assistance to law enforcement agencies seeking to identify and implement organizational improvements aligned with the principles of community policing.
- Objective 1: To develop and implement training and peer-based learning opportunities that increase officer expertise and build agency capacity.
- Objective 2: To provide expert consultation, analysis, and assessment of law enforcement agency policy and operations.
- Goal 2: To promote community policing practices nationwide
- Objective 1: To share lessons learned through Collaborative Reform Initiative programs in ways that are easily accessible to law enforcement professionals.
- Objective 2: To model organizational learning and agency improvement processes that are data informed and guided by experts from the law enforcement field.

Eligibility Criteria
Eligibility for the FY25 Collaborative Reform Initiative (CRI): Organizational Assessment and Critical Response programs are limited to for-profit (commercial) organizations, nonprofit organizations, and institutions for higher education. For-profit organizations (as well as other recipients) must forgo any profit or management fee.
