The Washington State Department of Commerce is seeking 1-3 qualified technical assistance (TA) providers to support community-based organizations delivering reentry services across the state. This solicitation is issued through the Community Reinvestment Project (CRP), a community-designed initiative to uplift communities, with the goal to create lasting economic benefits, build wealth and ensure everyone has a fair chance at success.
Through this investment, CRP will allocate approximately $300,000 in technical assistance funding to build the capacity and long-term sustainability of culturally responsive, community-based reentry providers. The total funding amount will be divided across three regions, with up to $100,000 available for each region. Applicants may bid on one or multiple regions. Funding will be managed by the CRP team. This initiative aligns with statewide priorities, including Reentry 2030, and supports efforts to strengthen coordination between community-based providers, state correctional facilities, and Medicaid-funded systems of care.
The goal of this grant is to bridge the gap between grassroots community care and complex state systems, including Washington Apple Health Medicaid. Funding will be used to support by-and-for organizations in building structured case management workflows, compliance processes and technical data integrity required to work with correctional Medicaid providers and successfully submit Medicaid claims. Technical assistance will focus on strengthening billing readiness, data reporting systems and operational coordination with providers operating within Monroe Correctional Complex, Washington, Corrections Center for Women, Coyote Ridge and other state correctional facilities The long-term impact being that community-led organizations can connect with individuals pre-release and post- release. This will support continuity of care for individuals transitioning from incarceration and returning to a life outside of carceral confinement.
The Community Reinvestment Program (CRP) was established by the Washington State Legislature to reinvest in communities disproportionately harmed by the historical and ongoing impacts of the criminal legal system, economic disinvestment, and systemic racism. The program is administered by the Washington State Department of Commerce. It reflects the state’s commitment to repairing harm, advancing equity, and shifting power to communities most impacted by injustice.

Funding Information
COMMERCE has budgeted an amount not to exceed $300,000.00 for this project.
Grant Period
September 1st, 2026 and to end on June 30th, 2027.
Eligibility Criteria
- You are a federally or non-federally recognized tribe.
- You are a by-and for organization and attest that you meet the following definition:
- Organizations operated by-and-for the communities they serve. This can include, but is not limited to, organizations operated by and for Black, Latine, Native American, Asian, Native Hawaiian, and Pacific Islander communities
- Organization mission and history demonstrate the organization serving a specific community
- Organizations who are culturally based, directed, and substantially controlled by individuals from the population they serve
- Organizations who embody the community’s central cultural values
- You are not a by-and-for organization but demonstrate a collaborative ongoing partnership with a local By-and-for organization to meet the minimum qualifications of this RFP.
- To demonstrate collaboration, you must attach a letter of support or a Memorandum of Understanding (MOU) signed by a self-attested by-and-for organization as defined above.
