Through the VALOR Initiative, officers and agencies are given skills and tools to improve safety and wellness allowing officers to be better equipped to fight crime and violence and keep their communities safe
- Category 1: VALOR Officer Safety and Wellness Program (VALOR Program)
- Category 1 will support national officer safety and wellness training to continue and enhance officer safety and wellness training, resources, and direct support to state, local, tribal, and territorial law enforcement. VALOR Program training and support must be comprehensive and practical, providing long-lasting actionable skills, knowledge, and awareness to officers and agencies to help identify threats and improve resilience.
- Category 2: National Suicide Awareness for Law Enforcement Officers Program
- Category 2 will provide state, local, tribal, and territorial law enforcement with training and support focused on suicide prevention, education, and awareness. Factors to be addressed under the SAFLEO Program include stress reduction, professional and personal/family life stressors, mental health, resilience, family education on issues related to law enforcement stressors and suicide, physical wellness as it directly relates to emotional wellness and stress, unhealthy coping mechanisms (e.g., alcohol and drug use), and agency policies and procedures.
Goals
- Goal 1: Deliver a range of training and support directly to law enforcement agencies and officers to improve their safety and wellness
- Objective 1: Develop and deliver training and support that directly address the needs and challenges of law enforcement and their workforce(s).
- Objective 2: Develop and maintain a cadre of qualified experts with demonstrated experience in police operations, leadership, culture, safety, and wellness to provide direct support to agencies. This process should include initial and follow-up assessments with agencies and their staff to ensure the success of the support.
- Objective 3: Develop and operationalize a beginning-to-end process to be used on time-limited direct support requests. This includes receipt and analysis of request, and all steps of engagement, to conclusion of assistance.
- Objective 4: Develop and implement a process to facilitate peer-to-peer connection and information sharing among law enforcement and their stakeholders.
- Goal 2: Identify and address current and emerging safety and wellness threats and concerns to law enforcement.
- Objective 1: Regularly scan the field for the trends related to officer safety, wellness, suicide, resilience, and survivability. Results of these scans will be shared with BJA and will inform periodic updates to training and other resources.
- Goal 3: Serve as a central point of access for law enforcement leaders, officers, staff, and stakeholders to find needed information and resources that positively impact the safety and wellness of officers.
- Objective 1: Operate a website that effectively enables law enforcement leaders, staff, and stakeholders across the nation to easily locate, navigate, and engage with information and resources on identified core topics, explore available Federal programs and resources, and contact BJA and provider staff for additional assistance, if needed.
- Objective 2: Develop and implement interactive tools for law enforcement leaders and staff to use in enhancing officer safety and wellness at both agency and individual levels.

Eligible applicants may apply under one or both of the following programs:
Category 1: VALOR Officer Safety and Wellness Program (VALOR Program)
- BJA seeks a national officer safety and wellness training provider to continue and further enhance BJA’s cornerstone officer safety and wellness suite of training, resources, and direct support.
- BJA will select one applicant to provide state, local, tribal, and territorial law enforcement with training and support on wide ranging officer safety and wellness topics that have a direct impact on officer safety. VALOR Program applicants must have and demonstrate the capacity and resources to provide direct training and support throughout the United States and its territories, both in person and virtually, while also developing and delivering training and resources identified by BJA to support the law enforcement field. The provider must be able to concurrently deliver services in multiple locations.
- The VALOR Program provider will be expected to implement an enhanced officer safety and wellness program whose focus is achieving organizational change within agencies demonstrated by their commitment to implement a suite of comprehensive officer safety and wellness trainings and resources.
- VALOR Program training and support must be comprehensive and practical, providing long-lasting actionable skills, knowledge, and awareness to officers and agencies. The provider must develop and deliver training, resources, and information to help officers identify potential threats or deadly encounters before they occur and prevent them from occurring, or survive them if they cannot be prevented, in the safest way possible. The program must also support officers and their agencies in adopting a strong culture of wellness and resilience.
- Currently offered trainings span from two hours to 16 hours, not including on-demand, self-paced online trainings. In collaboration with BJA, the provider will review and update current trainings and presentations, as well as subsequent quarterly updates to maintain the most current information and respond to officers’ needs.
Category 2: National Suicide Awareness for Law Enforcement Officers Program (SAFLEO Program)
- BJA seeks a provider to continue and further enhance BJA’s law enforcement suicide prevention, training, education, and awareness work across the nation.
- BJA will select one applicant to provide state, local, tribal, and territorial law enforcement with training and support focused on suicide prevention and education. The provider must address the many complex factors that can affect officers.
- One of the SAFLEO Program’s focus will be achieving organizational change within agencies demonstrated by their commitment to implement a suite of comprehensive SAFLEO trainings and resources.
- Suicide and wellness factors to be addressed under SAFLEO should include emotional wellbeing, mental health, stress reduction, resilience, professional and personal/family life stressors, family education on issues related to law enforcement stressors and suicide, physical wellness as it directly relates to emotional wellness and stress, unhealthy coping mechanisms (e.g., alcohol and drug use), and agency policies and procedures. The provider must also consider resources for relevant stakeholders who often provide support to law enforcement officers (e.g., clergy, medical professionals). Applicants are encouraged to propose other topics directly related to officer suicide prevention.
- The provider must work and coordinate closely with subject matter experts from the mental health field who have knowledge and demonstrated experience in mental health issues within first responder communities.
- Applicants must demonstrate a capacity to deliver in-person and virtual trainings and support concurrently in multiple locations and with marked frequency.
