Details:
The protocol for the program requires that the training be held at three separate state correctional facilities within a host agency. In this case, participants from around the country are deployed to the facilities to conduct the audits. Conducting the program in this manner provides participants with an opportunity to experience hands-on activities that enhance their auditing skills. This solicitation is for a proposal to enter into a 12-month cooperative agreement to provide three training events of the NIC Security Audit program. One training will be used to respond to technical assistance from one agency looking to train up to 24 staff.
The work of the security audit may be described as a risk assessment. It functions to determine the likelihood of a significant security problem or vulnerability to injury, escape, disruption, or destruction of property because of the inadequacy of policy, procedure, physical plant, or performance. A security audit or risk assessment is the process of determining the risk remaining after all the normal management
Goals
The goals of these security audit programs builds and/or expands capacity within state correctional agencies to conduct an effective assessment of the safety and security of their prison facilities and helps them to develop interventions and strategies for remediation.
Objectives
The following are objectives the awardee must meet to successfully satisfy this scope of work:
- Deliver three, five-day training programs for state correctional agencies using the NIC’s Security Audit curriculum, guide, and model instrument.
- Provide a safe and confidential training environment where correctional professionals may candidly discuss challenges and experiences around security audits involving their organization.
- Provide an opportunity for participants to share information, engage in networking and mentoring relationships, as well thoughtfully review the safety and security issues commonly known to affect the field of corrections.
- Provide the state correctional agency with a detailed report of the observations, findings, and recommendations of their current safety and security status based on the results of the predetermined evidence-based instrument.
- Provide up to 8 hours of post-audit coaching support to assist in developing and/or implementing action plans.
Funding Information
NIC expects to make one award for as much as $120, 000.00 for a 12-month project period, beginning on March 22, 2024. Requests for amounts more than a total of $120,000.00, including direct and indirect costs will not be considered.
Eligibility Criteria
- NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply. Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
- NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
- NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations
