- Eligible applicants are limited to: States and Territories (State governments, including the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Northern Mariana Islands), Units of Local Government, Indian Tribal Governments, Courts, Victim Service Providers, and Faith-Based and Community Organizations.
