Details:

Proposals from all shelter providers located within Pinellas County will be considered. The ideal candidate(s) will demonstrate programs and successes in Housing First practices such as low barriers to shelter entry; participation in the Coordinated Entry System; rapid connection to permanent stable housing; service navigation; and financial and health stabilization.

Eligibility Criteria

  • The RFP is open to all qualified entities, including nonprofit organizations, for profit businesses, and other legally recognized entities that meet the requirements outlined in this solicitation. Proposers must demonstrate the capacity, experience, and qualifications necessary to successfully fulfill the scope of work.
  • Proposer must demonstrate experience in operating emergency adult shelter beds.
  • Proposer must demonstrate their ability to adhere to the CoC’s Minimum Standards for Approved Service Providers; must utilize the Homeless Management Information System (HMIS) to track relevant data on clients admitted into shelter; and must provide a prioritization screening as determined in alignment with CoC’s Coordinated Entry policies and procedures (currently the Vulnerability Index – Service Prioritization Determination Assistance Tool- VI-SPDAT).
  • Proposer must agree to execute the necessary Data Sharing Agreement and implement procedures to collect client releases of information, as appropriate, to provide deliverables data.
  • Proposer must be financially sound and provide the most recent independent financial audit or 990 (must be within past two (2) years.
  • Proposer must understand and agree that equipment purchased under the grant would be subject to the County’s policy on the purchase and use on non-expendable property, if the cost totals over $5,000.00.
  • Proposer must be an active member of the Pinellas Homeless Continuum of Care and actively utilizing the Pinellas Homeless Management Information System (HMIS) for client service entry prior to Bid opening date.
  • Proposer must provide location of physical space available in Pinellas County and have ready for use for the provision of emergency shelter, as described in this request, at the start of the Contract Term. Evaluation committee staff will inspect the facility prior to final approval of this contract for bed type, cleanliness, and physical condition of the shelter.
