The Fair Housing Initiatives Program – Private Enforcement Initiative provides funding to eligible private, non-profit fair housing enforcement organizations, to conduct testing, investigate violations and obtain enforcement of the rights granted under the FHA or State or local laws that have substantially equivalent rights and remedies as those provided by the FHA.

This NOFO announces the availability of approximately $9,691,793 to fund new FY2024 grant awards of up to $425,000 per year per grantee, with future years’ funding subject to appropriations. Beginning in FY2024, applicants will apply for a four-year grant.

Eligibility Criteria
Under this NOFO, an eligible applicant must be: (1) a Qualified Fair Housing Enforcement Organization (QFHO) with at least two years of experience in complaint intake, complaint investigation, testing for fair housing violations, and enforcement related experience of meritorious claims in the three years prior to filing this application; or (2) a Fair Housing Enforcement Organization (FHO) with at least one year of experience in the enforcement-related activities listed above during the two years prior to the filing of the application. To apply for funds, FHOs and QFHOs must currently do all the enforcement activities listed above and operate a broad-based and full-service program.
