A citizen academy is a short-term (up to 3-months) free educational program offered in communities to learn about how their local government works, meet their local elected and staff officials, and learn about opportunities for citizen engagement, with a goal of citizen engagement afterwards.
Program Goals
- Make it easy for citizens to learn about their community.
- Increase citizen engagement in communities throughout Maryland.
Funding Priorities
- Communities in all regions of Maryland including, but not limited to, ethnically and racially diverse communities, communities with substantial low-income and/or immigrant populations, and rural communities.
- Citizen academy programs which are accessible to the general population.

Uses of Fund
Funds shall be used for implementation expenses related to the launch of a citizens academy, including, but not limited to expenses such as supplies, printing, transportation, and refreshments.
Eligibility Criteria
To be eligible for an MD Two Fifty Commission Citizen Academy grant, applicants must be a county, municipality, public library systems, public K-12 school systems, community colleges, or four-year higher education institutions within the state of Maryland.
