The Washington Department of Commerce, hereafter called “COMMERCE,” is initiating this Request for Proposals (RFP) to solicit Proposals from those qualified and interested in participating in this Grant to provide crime victim advocacy services of crimes perpetrated by juvenile offenders
Through this grant opportunity, the Department seeks to support organizations with the expertise and capacity to deliver comprehensive, trauma-informed advocacy services that promote victim safety, improve access to critical resources, and foster healing and recovery.
Objectives and Scope of Work
Grants under this program will provide crime victim advocacy services, defined as services that provide direct support, emotional guidance, and practical resources to victims of crime or trauma. These services are designed to stabilize victims, help them navigate complex legal and social systems, and ensure their rights and voices are prioritized throughout the recovery and judicial processes. This grant will provide victim advocacy services to victims of juvenile offenders only. This grant will also include the method and ability to identify and verify victims are from offenses/crimes perpetrated by juvenile offenders.
This funding is tied to the Victims of Crime Act (VOCA), and grantees must have an established victim advocacy program that provides at least three of the five example categories below for at least three years within Washington State
Example categories of core victim advocacy services include:

Emotional Support and Counseling: Offering crisis intervention and mental health counseling and care, such as outpatient therapy/counseling or outpatient substance abuse treatment.

System Navigation: Explaining constitutional and statutory rights and accompanying victims through legal or law enforcement proceedings.

Resource Facilitation: Connecting victims to emergency financial assistance, temporary housing, and medical care.

Safety Planning: Helping victims assess potential risks and create personalized, actionable plans to protect themselves from further harm.

Administrative Help: Assisting with filling out paperwork for crime victim compensation programs, protective/restraining orders, and victim impact statements

Amount not to exceed $450,000.
Grant Period
October 1, 2026, to June 30, 2027.
Eligible Criteria
Minimum qualifications include:
- Licensed to do business in Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
- Have at least 3 years of documented experience of providing crime advocacy services within Washington state.
- Have a primary service area within the proposer’s selected region in Washington state
