The City of Charlotte is seeking applications for the SAFE Charlotte Grant program to promote collaboration amongst Charlotte non-profits to address community violence by providing multi-faceted resources at the neighborhood level.

Details:
In October 2020, the Charlotte City Council, in collaboration with the community and city departments, approved the SAFE Charlotte plan. The plan’s first recommendation calls for $1 million to help Charlotte-based nonprofits address violence in the community. This grant provides funding for both program implementation and collaboration between organizations who can layer services to provide more holistic support to residents.
This is a reimbursement-based grant. Typical time from receipt of correct invoice to payment is 30 days.
The planning phase will be used for the following purposes:
- Training and overview for lead and partner agencies on how to use federal funds.
- Collaboration and planning service delivery
- Identifying necessary resources
- Performance measures
- Data to be captured
- Developing timelines for projects
- Needs and gap analysis.
Program Areas
Program areas include:
- Youth and Family Based Programs
- Youth Services:
- Services for young people aged 13 to 19. For example, recreational services limited to teenagers and teen counseling programs. Can also be used for counseling programs that target teens but include counseling for the family as well. This includes mentorship, conflict mediation, non-school hour programming, counseling, transportation to/from services, family support/counseling.
- Child Care Services:
- Services that will benefit children (generally under age 13), including parenting skills classes.
- Employment Training (Workforce Development/Job Training):
- Assistance to increase self-sufficiency, including literacy, independent living skills, resume writing, job coaching, “how to get and keep a job” training, or training students in a particular field on skill when there is no tie to a specific position or business. This includes resume building workshops, employment training, and other workforce skills development.
- Mental Health and Trauma Informed Care:
- Services addressing the mental health needs of residents of the community. This includes counseling, support groups, case management.
- Youth Services:
Funding Information
The capacity building award is up to $30,000. The programmatic period is up to $400,000 over two years. Due to federal requirements and the city’s fiscal year, the initial contract for programmatic funds will be $200,000. This contract will run through June 30, 2025. Subsequently, the initial contract will be amended and the additional $200,000 will be added to the contract, resulting in $400,000 over two years.
Grant Period
The capacity building period is from July 1, 2024, to August 15, 2024. The grant period is 22 months from award date Sept 1, 2024, through June 30, 2025.
Eligibility Criteria
This program is a collaboration between a lead non-profit agency and one or two partner non-profit agencies. The lead agency is well-established organization with significant administrative capacity to manage program expansion or creation using federal funding sources. The partner agencies provides a specific service to a population within Charlotte. These are typically more neighborhood, or location0based service providers.
Lead agency criteria:
- 501c3
- Charitable solicitation license
- Provide service in Charlotte
- Demonstrated experience using federal funds and/or managing a reimbursement-based grant, preference towards HUD sources
- Annual operating budget of at least $800,000
- In operation for at least three years
Partner agency criteria:
- 501c3
- Charitable solicitation license
- Provide service in Charlotte
- At least two staff people, can include executive director/CEO/founder
- Demonstrated experience with community programs in one of four categories for at least two years
- This should include evidence of achieved outcomes, population served or other measures to demonstrate success
- In operation for at least three years (501c3 status).
