Details:

The Michigan Legislature SB 747 of 2025 has appropriated a total of one million dollars for the Social Equity Grant Program: From the funds appropriated in part 1 for the cannabis regulatory agency social equity program, the cannabis regulatory agency shall further develop the program established under section 8(1)(j) of the Michigan Regulation and Taxation of Marihuana Act, with the following goals:

  • To encourage and increase participation in the social equity program, with particular focus to promote and encourage participation in the marihuana industry by people from communities that have been disproportionately impacted by marihuana prohibition and enforcement.
  • To establish a minimum number of licensees that are participating in the social equity program.
  • To consider the area median income in designating disproportionately impacted communities.

Social Equity Grant Program funds must be spent in one or more of the following categories:

  • Funds spent on employee education may be used for an employee of the entity to take one or more classes or courses that are relevant to the entity’s business from an accredited institution.
  • Funds spent on business needs may be used towards compliance with licensing and regulatory statutes and rules.
  • Funds spent on community investment may be used on or donated to organizations, non-profits, and/or charities that positively impact the community in which the entity is located. Donation Recipients must be in good standing and not on the State of Michigan debarment list. Only one grant will be awarded per qualifying entity, regardless of how many licenses the entity has.

Eligibility Criteria

To participate in the Social Equity Grant Program, an entity must:

  • Have a valid adult-use license issued by the State of Michigan’s Department of Licensing and Regulatory Affairs, Cannabis Regulatory Agency (CRA).
  • Currently have eligible Social Equity Program participants (approved by the CRA for the program and active in the program) who have majority ownership (over 50%) of the entity.
  • Be a certified participant in the CRA’s Social Equity All-Star Program.
  • Adhere to all FY 2026 Grant Application terms and conditions.
