Funding Priorities
To qualify for the 2027 VPART Grant, applicants must identify at one or both service areas to be addressed: Victim Response Services or Violence Prevention Outreach. Please specify the service area(s) for which you are applying and how your skills and experience are relevant to the needs and goals of the community. Applicants are encouraged to list all the services and programs the organization is capable of to demonstrate the full capacity the organization has to support the objectives of the grant. EOM reserves the right to ask applicants to focus on fewer services and programs within each area, depending on the number of grantees selected and how they each fall into the categories to allocate resources as needed
Victim Response Services
Objective: To address and mitigate violence within the community through comprehensive support, education, and outreach.
- Case Management: Grantees will be asked to assist victims of violence in navigating the criminal, civil, and social services systems. Additionally, grantees will provide assessments, planning, facilitation, and coordination to identify the appropriate services based on the goals and needs of the constituent.
- Legal Services: Grantees (specifically attorneys) will provide professional legal advice to victims of crime regarding their role in criminal or civil proceedings.
- Informed Mental Health Services: Grantees will connect impacted individuals to treatment and care provided by mental health professionals. Services must be informed, victim-centered, and delivered in a manner that is welcoming and suitable for survivors.
Violence Prevention Outreach
Objective: To further reduce violence and harm within the community by providing resources and direct support aimed at harm reduction, recovery, and trainings.
- Training: Grantees will train and provide support to nonprofits, businesses, and government organizations that serve the community throughout the District.
- Community Engagement: Grantees will provide guidance to community members that may reduce the likelihood of physical or emotional harm. This includes conducting workshops, seminars, and public awareness outreach.
- Harm Reduction Intervention: Grantees will deliver essential harm reduction and overdose prevention resources to community members through outreach, potential establishment of support networks, and/or direct connection to addiction treatment services.
Funding Information
Eligible organizations can be awarded up to $50,000 each. The total amount of funding for this grant is $200,000.
Project Period
Execution of the Grant Agreement – September 30, 2027.
Eligibility Criteria
The organization is a CBO with a Federal 501(c)(3) tax-exempt status and is licensed as a business with the District of Columbia’s Department of Licensing and Consumer Protection (DLCP)
- The organization’s principal place of business must be located in the District of Columbia. If the business is a national or regional organization, it must have a location in the District through which it provides services;
- The organization must provide direct services to District residents or collaborate with an organization that provides services to District residents through the organizational efforts of the applicant;
- All services and programming funded by the grant must be provided within the District of Columbia;
- The organization must be currently registered and in good standing with DLCP and the Office of Tax and Revenue. Applicants must maintain their good standing status with the aforementioned entities throughout the pre-award process and the grant’s performance period;
- Applicants shall provide an affidavit regarding any debarments, suspensions, or defaults with the Office of Contract and Procurement;
- Applicants shall provide an affidavit certifying that they are eligible for a grant under D.C. Code § 1-328.15(d), regarding contributions and solicitation of contributions to a covered recipient
- Current grantees must be:
- Current on all District grant reporting obligations for the 2026 grant cycle;
- In good standing with the District’s legal requirements, including those imposed by any grants or contracts
- Progress reports must reflect substantial progress towards the goals of the grant agreement.
