The Philadelphia Foundation is seeking applications for its Advocacy Unrestricted Grants for nonprofits that dedicate majority/ significant portion of their work to systems advocacy and community organizing efforts that seek to reform laws, policies, regulations, and institutional practices impacting marginalized and low-income communities in Greater Philadelphia.

Successful applicants have clearly defined the community benefitting from their efforts and are operationalizing equity at all levels of the organization including Board and operations, as well as in their advocacy/organizing strategy and tactics. Additionally, organizations can demonstrate operational excellence, long-term impact, and short-term outcomes; utilize creative strategies and tactics to achieve campaign victories; and have a track record of policy and system reform success in Greater Philadelphia.
Organizations must support Black, Indigenous, and people of color (BIPOC) and other historically marginalized and under-invested communities.
Funds may be used for all mission-related activities including education, organizing, coalition building, contributions to capital campaigns and endowments and operational costs.

Grant amounts range between $15,000 and $30,000.
Common Requirements For All Grant Applicants
- 501(c)(3) IRS determination letter for organization or fiscal sponsor.
- List of Board of Directors and their affiliations (or Advisory Board for fiscally sponsored groups).
- Most recent audit (if not available, IRS Form 990 or Profit/Loss statement)
- One Full Time Equivalent (FTE) Staff Person.
- Current PA Bureau of Charitable Organizations Certificate
- Executive summary of current strategic plan or logic model.
- Board-approved Nondiscrimination Policy that is in compliance with the Philadelphia Foundation’s non-discrimination policy
- Organizational Budget.
- Not an ineligible organization.
Special Requirements
- Operating Budget above $100,000.
- No deficit of more than 10% for prior three years.
- No more than two years of deficits for prior three years.
- Must complete child abuse clearance and criminal background checks for all staff and volunteers who work with youth.
Eligibility Criteria
- Must be a 501(c)(3) nonprofit organization based in Greater Philadelphia (Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in PA).
- If fiscally sponsored by a 501(c)(3) nonprofit, applicant must have a local advisory Board separate from its fiscal sponsors Board.
- At least 70% of those served by the organization reside in Greater Philadelphia (Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in PA) AND can be categorized as low-income.
- Local organization affiliated with a statewide/national entity or applying under statewide/national 501 (c 3 –
- Local org. must raise at least 70% of its own operating budget;
- At least 70% of those being served by the local org. reside in Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in PA AND can be categorized as low income;
- Local org. has an advisory Board separate from the statewide/national Board.
- Applicants must employ at least one full time equivalent staff person.
- The Philadelphia Foundation does not use discretionary dollars to support organizations where there are familial relationships across the board and staff.
- Organizations cannot have a deficit greater than 10% of its operating budget in the past year. (PF screens for deficits using the change in unrestricted income and expense on an organization’s statement of activities or income statement.)
