The County continues to focus on engaging the community to determine local priorities for funding.
They seek to maximize the benefit of this opportunity through transformative projects focused on underserved and impacted communities. The County needs to understand from you what is important, what you have already been working on, and what may only be conceptual but has potential. Submissions fall into two main categories- projects and ideas.
Funding Priorities
Based on community feedback, Federal guidance, and local data on the impacts of the pandemic, the County is prioritizing projects for funding that:
- Address community priorities of affordable housing, mental health/behavioral healthcare services, childcare, public health emergency response, or digital access.
- Specifically target and are led by historically underserved communities or communities impacted by the pandemic who live or work in Montgomery County, PA.
- Can clearly describe how the intended work of the project provides a direct response to the impacts of the pandemic or to issues made more severe by the pandemic; and
- Have the potential for long-term, transformative impact.
Eligible Categories
Pandemic Recovery Funds can be used for projects that fulfill funding intent, meeting one or more ARPA eligibility categories, and that directly address a stated impact of the COVID-19 pandemic.
These categories will be reflected in scoring; great projects will fall into multiple categories.

- Provide Premium Pay for Essential Workers
- Invest in Necessary Water, Sewer, or Broadband Infrastructure
