The OAFAB may recommend for Human Services to directly negotiate with top ranked applicant(s) and/or invite top applicants to submit more detailed proposals and/or provide oral presentations. Based on availability of funds and approval by the Board of County Commissioners, the total anticipated available funding under this solicitation is $30 million.

Grant Period
The County seeks proposals for 12 – 36-month initial project period with consideration of project start-up and implementation.
Eligibility Criteria
- Each applicant organization must be registered with the Florida Division of Corporations, as per Florida Statute §607.1501 and 605.092, prior to engaging in business transactions with Pinellas County, a subdivision of the State of Florida. A foreign corporation (foreign to the State of Florida) may not transact business in this state until it obtains a certificate of authority from the Department of State.
- The applicant organization must be the legal entity entering into the contract. Any proposed subcontracts must be discussed and integrated in the application scope. The applicant organization is responsible for the oversight and completion of any work proposed in the application
- The applicant organization and subcontractors must be properly licensed and credentialed as required by law to operate and provide services of the proposed program
- The proposed programs and services must be dedicated to the residents of Pinellas County
- The mission and proposed services of the applicant organization must be consistent with Priority Plan and Inter local
- The applicant organization shall not discriminate against any applicant for employment or employee with respect to hire, tenure, terms, conditions or Pinellas County Regional Opioid Abatement Funding 6 privileges of employment or any matter directly or indirectly related to employment or against any client because of age, sex, race, ethnicity, color, religion, national origin, disability, marital status, or sexual orientation
- The applicant organization must not discriminate against any person on the basis of age, sex, race, ethnicity, color, religion, national origin, disability, marital status or sexual orientation in admission, treatment, or participation in its programs, services, and activities
- Programs proposed by faith-based organizations must have a secular purpose, neither advance nor inhibit religion, and must not require worship or religious instruction activities as a condition of participation. Services provided by faith organizations must be available to all Pinellas County residents, not solely for congregation members
- It is recommended that a representative from the applicant organization attend the pre-proposal conference
- The applicant organization must comply with DCF reporting requirements as a condition of receipt of funding. Reporting requirements may include but are not limited to participant level data file such as an 837 form
- The applicant organization must agree to work with the County to report on Optimal Data Set (ODS) data elements provided in the Behavioral Health Optimal Data Set for Access, Capacity and Quality Form, where applicable
- The applicant organization must agree to actively participate in the Care About Me (CAM)- Coordinated Access Model as a condition of receipt of funding, where applicable
- The applicant organization must agree to the terms and conditions contained in the Pinellas County Human Services Opioid Abatement Funding Agreement. No Exceptions to the terms and conditions of the agreement will be permitted.
