Organizations seeking funding for pilot programs should demonstrate prior success in delivering outcomes-based initiatives and achieving desired outcomes for targeted populations.
Applicants must present a strong history of direct service programming to high poverty and marginalized populations and have documented outcomes and evaluations data for at least one year of program service delivery.

Not more than 10% of the organization’s budget or maximum of $30,000.

- Operating Budget above $100,000.
- Must have documented outcomes and evaluation data for at least one year of program service delivery.
- Child abuse clearances including PA Child Abuse History Clearance, criminal history, and FBI fingerprinting are up to date for all project/program staff and volunteers working with children/youth.
Eligibility Criteria
- Program must be affiliated with a 501(c) 3 nonprofit organization.
- If fiscally sponsored by a 501(c) 3 nonprofit, applicant must have an advisory Board separate from its fiscal sponsor’s Board.
- Must employ at least one full time equivalent staff person.
- At least 70% of those served by the program reside in Greater Philadelphia (Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in PA and Burlington and Camden counties in NJ) AND can be categorized as low-income.
- The Philadelphia Foundation does not use discretionary dollars to support organizations where there are familial relationships across the board and staff.
- Child abuse clearances including PA Child Abuse History Clearance, criminal history, and FBI fingerprinting are up to date for all program staff and volunteers working with children/youth.
- Local organizations affiliated with a statewide/national entity or applying under the statewide/national 501(c) 3 – Proposed program must be based in Greater Philadelphia (Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in PA; Camden and Burlington Counties, NJ). At least 70% of proposed program participants must reside in Greater Philadelphia and can be categorized as low income.
