Projects will enable rural Kansas providers to adopt and implement emerging technologies with demonstrated ability to improve care delivery and will build rural provider capacity to sustain adopted technologies beyond the grant period. Proven, tangible technology solutions will be scaled for rural Kansas providers with a credible plan for broader adoption. Recipients of the Emerging Technology grant funds will generate measurable, reportable evidence of technology impact, and all adopted technologies will meet applicable compliance and security standards. Providers eligible for the Emerging Technology grant funds are defined as Kansas hospitals, physician practices and solo practitioners, rural health clinics, federally qualified health centers, local health departments, Native American Sovereign Tribe healthcare facilities, certified community behavioral health clinics, licensed substance use disorder facilities, and licensed long-term care facilities.
Objectives
All grant projects funded under this RFA must align with the program objectives listed below:
- Enable rural Kansas providers to adopt and implement emerging technologies with demonstrated ability to improve care delivery.
- Scale proven, tangible technology solutions with demonstrated success in Kansas or elsewhere to rural Kansas providers with a credible plan for broader adoption.
- Build the internal capacity of rural Kansas providers to sustain adopted technologies beyond the grant period, including through ongoing support and maintenance models, staff training, workflow integration, and vendor management.
- Generate measurable, reportable evidence of technology impact, including defined performance metrics, evaluation plans, and data collection protocols that support ongoing program learning and CMS reporting requirements.
- Ensure adopted technologies meet applicable compliance and security standards, including HIPAA compliance, data security protocols, data governance policies, and any relevant regulatory requirements (e.g., FDA approval where required).

Eligibility Criteria
- Any Kansas-based Eligible Provider may apply for the Emerging Technology Program, although preference may be given to Eligible Providers that have not received prior funding through other RHT Plan programs. Providers located in non-rural areas can apply for the Emerging Technology Program funds but only if the arrangement directly benefits rural communities. Please refer to the rural health regional excellence initiative in the example initiatives section of the RHT Program Notice of Funding Opportunity for an illustration of such an arrangement. Applicants must possess a Unique Entity Identifier (UEI), Federal Employer Identification Number (FEIN) and SMART Vendor ID to be awarded.
- While only Eligible Providers may apply directly for Emerging Technology Program funding, technology companies pursuing technologies consistent with the goal, objectives, and requirements of the Emerging Technology Program may participate as vendors.
