The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S. Department of Justice’s (DOJ) mission to keep the country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
This is a notice of funding opportunity (NOFO) for the OVC FY 2026 Services for Victims of Technology-Facilitated Abuse. This opportunity supports victim services to address technology-facilitated abuse (TFA). TFA includes, but is not limited to, crimes commonly referred to as image-based sexual abuse, non-consensual distribution of intimate images, sextortion, synthetic intimate images (“deepfakes”), online stalking, harassment, and abuse.
Funding Priorities
To help meet its mission, OJP may give priority consideration to applications proposing (as applicable within the scope of this NOFO) projects designed to advance the goals listed below:
- Directly supporting law enforcement operations (including immigration law enforcement operations);
- Combatting violent crime;
- Supporting services to American citizens;
- Protecting American children; and
- Supporting American victims of trafficking and sexual assault.
Goals and Objectives
- Identify and serve victims of technology-facilitated abuse.
- Create a response protocol. Develop a written protocol that outlines how your organization will assist TFA victims. Include which service providers and community partners are involved in the response, the specific roles and responsibilities of each provider and partner, and when they are engaged in the victim’s case. Example partners may include crisis counselors, legal advocates, technology safety specialists, mental health providers, housing assistance, etc.
- Deliver direct victim services. Provide TFA-specific services to victims, which may include privacy management and safety planning (online and offline); assistance with safeguarding digital evidence; support for image and
video removal from platforms; crisis intervention and emotional support; mental health services; and referrals. - Inform victims of their rights. Educate and advise victims about their legal rights and available options, which may include crime victims’ rights under federal and state law; legal remedies (e.g., civil protective orders); criminal justice process and victim participation rights; privacy rights and platform policies; and victim compensation programs.
