Residents of the Worthington School District who are working as:
- An individual or group.
- An organization or neighborhood association.
- New or emerging community organizations must either
- Develop programs that benefit the Worthington community, or
- Support individual neighborhoods
- Informal groups must describe how they are organized and outline plans for collaboration and project sustainability, when applicable
- Businesses are not eligible.

- If the request is for a cultural event, the project must also:
- Demonstrate strong matching funds, including in-kind support, with grant funding comprising no more than 30% of the total event budget
- Include clear goals that contribute to long-term cultural and community vitality, rather than serving solely as entertainment.
