The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S. Department of Justice’s (DOJ) mission to keep the country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
This is a notice of funding opportunity (NOFO) for the BJA 2026 Body-Worn Camera Policy and Implementation Program (BWCPIP) to Support Law Enforcement Agencies. This opportunity supports publicly funded law enforcement and correctional agencies for the purchase or lease of body-worn cameras (BWCs) and the development of comprehensive BWC programs. Since its inception, BWCPIP has responded to growing demand for reliable, real-time video evidence in criminal investigations and prosecutions. Law enforcement agencies across the country increasingly rely on BWC footage to enhance evidentiary documentation, improve prosecutorial outcomes, and document public encounters. BWCs also serve as a deterrent to assaults against officers and can help exonerate officers falsely accused of misconduct.
Categories
This NOFO offers two funding categories.
- Site-Based Awards to Publicly Funded Law Enforcement Agencies For state, local, tribal, and territorial law enforcement agencies seeking to establish or expand BWC programs. Applicants must demonstrate a clear plan for phased deployment, policy development, training, and integration of BWCs into agency operations. Applicants must outline how BWC use will support evidence collection, enhance officer safety, and align with their agency policies and practices. Applications from multi-jurisdictional partnerships or through an authorized entity are permitted under this category.
- Site-Based Awards to Publicly Funded Correctional Agencies For state, local, tribal, and territorial correctional agencies seeking to implement or expand BWC deployment across correctional institutions, including deployments within correctional agencies or among officers engaged in
community supervision. Applicants must outline how BWC use will support evidence collection, enhance officer safety, and align with their agency policies and practices
Goals and Objectives
- Improve the operational effectiveness and safety of law enforcement and correctional personnel.
- Encourage the strategic deployment of BWCs to improve officer safety.
- Support the use of BWC footage to exonerate officers following nfounded complaints or allegations of misconduct.
- Strengthen the evidentiary value of BWC footage in criminal investigations and prosecutions.
- Promote agency policies that govern the secure capture, storage, sharing, and retention of BWC footage consistent with evidentiary standards to improve prosecutorial efficiency and case outcomes.
- Expand the integration of BWC footage into case management systems to improve prosecutorial review and courtroom presentation.
- Promote practices that streamline the efficient storage, tagging, and retrieval of BWC footage.

- For this NOFO, “Other Entities” refers to an authorized agency or consortium that acts as an intermediary to assist eligible law enforcement agencies perform law enforcement functions, such as regional or state level authorities, or State Administrating Agencies (SAAs).
- Other Units of Local Government: This includes towns, boroughs, parishes, villages, or other general purpose political subdivisions of a state.
- Publicly Funded Law Enforcement Agencies: Law enforcement agencies funded by states, federally recognized tribes, or units of local government.
- Publicly Funded Correctional Agencies: Correctional agencies funded by states, federally recognized Tribes, or units of local government.
